Program Description
Risk management is often viewed as a reactive function that responds after claims, injuries, lawsuits, or losses occur. This presentation challenges that limited view and reframes risk management as a proactive leadership discipline that supports safety culture, cost control, operational accountability, and organizational resilience. Drawing from the book “Reimagining Risk Management,” this session will explore how safety professionals, risk managers, public agency leaders, and organizational decision-makers can move risk conversations upstream before losses become expensive patterns. The presentation will connect practical safety leadership, claims analysis, cultural competency, governance, training, communication, and accountability into a broader framework for reducing preventable losses. Attendees will examine how risk management can become more than compliance. It can become a strategic tool for protecting people, preserving institutional knowledge, reducing costs, and strengthening organizational culture.
Attendees will learn how to:
- Identify the limitations of traditional reactive risk management models and explain why organizations must move risk conversations upstream.
- Analyze how safety culture, claims trends, operational practices, leadership decisions, and communication gaps contribute to preventable losses.
- Apply practical strategies from “Reimagining Risk Management” to improve safety governance, cost control, claims prevention, and cross-department accountability.
- Evaluate current risk management practices within their own organizations and determine where stronger leadership engagement, training, metrics, or prevention strategies are needed.

Featured Speaker: Jiles Smith II
Jiles Smith II is the CEO of JS Risk Consulting and has more than 38 years of experience in risk management, workers’ compensation, claims administration, safety, leadership development, and public-sector consulting. He has served in senior risk management roles across public and private organizations and previously served as a commissioner on the California State Workers’ Compensation Fraud Assessment Commission from 2006 to 2015. Jiles is the author of “Reimagining Risk Management: A Practical Guide to Cost Control and Safety Excellence,” a book that challenges organizations to move beyond compliance and build stronger safety cultures through leadership, accountability, prevention, and practical cost-control strategies. His work focuses on helping organizations reduce preventable losses, strengthen safety communication, improve claims outcomes, and position risk management as a strategic leadership function.
